There are several confusing numbers when looking at global trade to keep in mind – Canada is stated as the US’s biggest trading partner, but that is misleading. The US exports car parts to Ontario that are assembled into vehicles that are then sent back to the United States for sale. The US content is not “netted out”. In theory, we could drive a car back and forth across the border constantly and create a huge trade impact.

Similarly, Mexico produces a fair amount of crude oil but has very limited capacity to refine it. So the crude is sent to Houston, where it is refined, and sold back to Mexico. Production in the Mexican oil fields has deteriorated where Mexico is now a net importer of petroleum products.
